“It seems to me that by far the most likely explanation for the blaming of Libya was to secure the release of Terry Waite and other hostages from Beirut,” Dr Swire, 77, told The Telegraph. His conviction — and he is not alone in holding it — is that Iran was responsible for the bombing but that the American and British authorities deflected the blame on to Libya in order to soften relations with Iran.
Iran backs Hizbollah, the Lebanese militia that held Mr Waite among other hostages for several years.
